The Digital Work Card continues to expand into new sectors of the economy, aiming to ensure the accurate recording of employees’ actual working time and to enhance transparency in the labour market.
Under the new Ministerial Decision 15441/28-05-2026, published in the Government Gazette B’ 3051/02-06-2026, the list of business sectors included in the Digital Work Card mechanism has been updated, also taking into account the new 2025 Business Activity Code classification.
📌 Who does the new expansion apply to?
From 2 June 2026, businesses that fall under specific sectors, based on their main Business Activity Code (KAD) registered in TAXIS, will be mandatorily included in the Digital Work Card system.
These sectors include, among others:
📡 1. Telecommunications and information services
This category includes, among others, telecommunications and related activities.
🧾 2. Administrative and support service activities
Indicatively, this includes employment activities, cleaning services, and services related to buildings and outdoor areas.
🏥 3. Human health and social care activities
This category includes, among others, hospital activities, diagnostic/therapeutic centres and related services, according to the Business Activity Codes included in the Ministerial Decision.
✂️ 4. Other personal service activities
This includes, among others, hairdressing salons, barber shops, beauty centres, dry-cleaning services, personal service activities and related services.
📅 When do the fines start?
The period from 2 June to 11 October 2026 operates as a transitional/pilot implementation period for the new sectors, giving businesses the necessary time to properly organise their procedures.
For the sectors included in Tables 8 to 11 of the Ministerial Decision, the administrative penalties related to the implementation of the Digital Work Card are expected to apply from 12 October 2026.
✅ What does this mean in practice for businesses?
The implementation of the Digital Work Card is not simply a formal procedure. It is directly linked to the proper monitoring of working hours, overtime and declarations submitted through the ERGANI II Information System.
Each business should check in good time:
✔️ whether its main Business Activity Code (KAD) falls under the new sectors
✔️ whether it employs workers with physical presence
✔️ whether working hours and shifts are properly organised
✔️ whether there is an appropriate way to record the Digital Work Card
✔️ whether the information declared in ERGANI II is accurate and up to date
🔍 Are there any exemptions?
The Ministerial Decision provides for specific exemption cases. Indicatively, an exemption may apply when the company’s main Business Activity Code (KAD) registered in TAXIS does not fall under the sectors already included in the Digital Work Card, even if there are secondary activities or branches that fall under included KADs.
In addition, a special case is provided where the main KAD is included in the Digital Work Card mechanism but does not generate any economic activity. This must be evidenced through the E3 tax form of the latest tax year.

- whether employees work with physical presence,
- whether working hours and shifts are properly organised,
- whether an appropriate method for recording the Digital Work Card has been selected,
- whether the information declared in ERGANI is accurate and up to date.
